Is Northern Ireland Preparing to Bet on Casinos?

Could Northern Ireland become the next tourist destination for casino gamers? Not without a change in local laws. Yet if backers of an expansive new gaming resort have their way, a change could happen as early as this year.

The Rank Group, one of Europe’s biggest gaming industry players, is proposing to build an 18 million pound casino resort in Belfast. The company expanded its proposal in recent days, promising to create hundreds of new jobs and draw thousands of cash-spending visitors.

The Rank Group operates more than 50 casinos in the U.K. The company is currently engaged in discussions with Belfast city officials as it lobbies for changes to existing law.

New gaming legislation will be presented to the Assembly this year. Whether significant changes are in the cards is far from certain, however.

Some Northern Irish leaders, including Minister for Social Development Nelson McCausland, have been vocal in their opposition to casinos. McCausland has publicly asserted he would oppose efforts to legalise gaming in Northern Ireland.

Yet the casino plan has intrigued local business leaders and residents, many of whom are eager to see the economic benefits a gaming resort would bring. The proposed development also calls for a theatre, bowling lanes, pubs, and restaurants.

Popular sentiment will be needed to enable any change. Even if Belfast officials give their approval, the Department for Social Development must change the rules outlawing casinos.

In an effort to assuage concerns, The Rank Group has promised to enforce bet limits on casino games, limiting wagers on games such as poker and roulette to five pounds. The company has also promised support for problem bettors.

Will Rank’s proposal ultimately prove successful? Given the prominent and powerful opposition, that’s hard to say. But here’s something that’s crystal clear — Northern Ireland’s leaders should be receptive to the desires of the public.

If Belfast’s City Council, business owners, and residents feel it’s time for a change, then the will of the people should be respected.
