Scotland’s New Justice Secretary Promises to Halt the Installation of New Casino Gambling Machines

The popularity of casino-style gaming machines has reached an all-time high in Scotland. Known within the industry as fixed odds betting terminals (or FOBTs); these machines are regular features in betting shops across the country. They allow players to enjoy digital versions of a wide range of casino staples, including roulette, blackjack and poker.

A recent report in the Sunday Mail revealed that Scottish gamblers wagered more than £4 billion on FBOTs in 2014 alone. The fast-paced nature of FBOT gaming probably contributes to this exceptionally high figure. Using touch-screen technology, FBOT players can bet up to £100 every 20 seconds.

In an effort to combat problem gambling behaviour, Scotland’s new Cabinet Secretary for Justice, Michael Matheson, has pledged to stop the spread of FOBTs throughout the country. He recently announced plans to halt all new FOBT installations in Scotland’s extensive network of betting shops.

Although he is determined to use his new powers to their full extent, Matheson cannot presently ban or reduce federal limits on existing machines. Shops are currently restricted to four FOBT machines per location. The limit has led to a phenomenon known as “clustering,” which occurs when several betting shops open in close proximity to one another. This practice allows the owners of these shops to serve their extensive list of FOBT customers without violating legal regulations.

While lamenting that he lacks the authority to “address areas where we think there are already an excessive number of the machines,” Matheson is taking comprehensive steps to ensure that no new FOBTs are installed. He recently confirmed plans to establish a sentencing council that will allow communities to toughen penalties for betting shop owners who attempt to expand their FOBT offerings.

“We have a presumption against prison sentences of three months or less at the moment,” said Matheson before adding, “I want to focus more on what evidence shows is the best approach.”
